Since Long, I was on IRCTC website to book tatkal tickets, i did not know the new timings. I want to help people regarding this information. Please check the video or below for new timings:

Old Timings: 10.00 AM before one day for both AC and non-Ac
New Timings: For AC: 10.00 AM and Non-AC - 11.00 AM Before One Day of Journey
